In terms of language this could mean that you are reluctant to say something that you are not entirely sure is correct for fear of distress. You have got to know your own language so well that this general belief of vulnerability when you are required to discourse is daunting and can set back your learning. You can't remember how you learned your birth language either so there is even more uneasiness in learning a foreign tongue.
